Waiting for a shared server, dispatcher, or other background process at startup.

Waiting time:
Wait 1 second for a background process at startup. If the time has expired, then repeated waiting for 5 minutes and then, in case of failure, an error will be issued. If the process has started, then the event will confirm this.
Parameters:
type - the type of process to start
process# - sequence number of the process to start
waited - total waiting time for the start of the process
