MySQL:

MAKETIME

Syntax:
MAKETIME(hour,minute,second)

Returns a time value calculated from the hour, minute, and second
arguments.

The second argument can have a fractional part.

Example

mysql> SELECT MAKETIME(12,15,30);
-> '12:15:30'
