Решение

Предоставить пользователю права на чтение данных системного каталога, например

grant select any dictionary to <UserName>; 
или       
grant select on V$ARCHIVE_DEST_STATUS to <UserName>;

Grant the user rights to read system directory data, for example

grant select any dictionary to <UserName>;
